Victoria rental condition reports: photos, timing, and cleaning rules

Victoria's condition report rules are specific about timing, photos, and exit process. A clear record helps renters avoid relying on memory at bond time.

Return the entry report on time

Consumer Affairs Victoria says the rental provider or agent must give the renter the condition report before move-in. The renter should check it, add comments if anything is inaccurate, sign it, return it, and keep a copy.

The Victorian return window is five business days from moving in. If you are posting anything, allow enough delivery time. If you submit electronically, save proof.

Date and label your photos

Consumer Affairs Victoria says it is a good idea for both parties to take photos at the start, especially where there is pre-existing damage. It also says to date and label photos and attach them to the condition report.

Labels should be specific: "Hallway - dent in wall near bathroom" is better than "wall damage".

Know the exit timing

When the rental agreement ends, Consumer Affairs Victoria says the rental provider or agent must complete the exit condition report section of the original condition report within 10 days. The renter must be present or have been given a reasonable opportunity to be there.

Make your own exit report before key return, so you have a dated record even if the formal inspection happens later.

Keep cleaning evidence realistic

Consumer Affairs Victoria says renters must leave the property reasonably clean and in the same condition as when they moved in, taking fair wear and tear into account. It also notes extra limits around professional cleaning requirements for agreements from 29 March 2021.
